it is easy with the titlepage environment. You can cretae your
own LyX layout for such an environment, then you do not need
TeX code. Here is a LaTeX solution, Tex2Lyx should be possible

Many thanks for that Herbert. I had a sort of solution that is similar but I have learnt one lesson today.

Latex tables work better if you write the TEX rather than trying to use the Lyx control box.
