All I can contribute is the fact that I ran it successfully under Windows 98 SE.
have you tried re-installing? When I downloaded it last (2+ years ago), it was from a small and obscure page offering the Win32 port. I can't be sure if the build has been updated since, but my bookmark points to: http://wwwserv1.rz.fh-hannover.de/mbau/tim/hentschel/lyx/index.htm The page looks different from the way I remember it, or perhaps I got a different port from a different page.
