How do I place limits above and below the summation(\sum) symbol from 
within the math panel??

It's going to be obvious I know!!
If you select the summation symbol then click subscript and type then the 
limit should appear below the operator.  Then go back so the cursor is after 
the operator and use superscript.

Works for me
Sorry to reply to my own response......you must first select display style 
form the drop down box with the summation symbol on it.  Third in from the 
left on the math panel
