Thanks for the solutions, Andre's solution doesn't work (I actually tried it before posting), but Angus's solution works for all figures.
If you (I) wanted to frame just one figure, I found out you can put \usepackage{framed} in the preamble but instead of redefining the figure environment, you can put \begin{framed} and \end{framed} inside the lyx float before and after the graphics.
