I've looked in both TLC2 and the Tips & Tricks Web page without seeing the
solution; \topfigrule and \botfigrule do nothing. Here's the situation:

  A tabular float with three minipages across the width of the text area.
Each minipage has a small table (truth tables for AND, OR and NOT). The
publisher wants a horizontal line above the tables (and below the table
caption) and another horizontal line below the three minipages.

  I tried putting \topfigrule in and ERT box above the first minipage and
\botfigrule below the last one. Neither produced a horizontal rule in the
dvi display. Putting horizontal lines on each table does just that and does
not put horizontal rules above and below all of them.

  If this is covered in TLC2, please pass me a pointer to the page.
Otherwise, please pass me a clue how to produce those two rules.
