LyX 1.3.5 for Win32 - install error

I am having some difficulties getting LyX 1.3.5 for Win32 to start. 
When I attempt to execute lyx.exe I get a dialog box with the following 
text:

LyX wasn't able to find any layout description!
Check the contents of the file "textclass.lst"
Sorry, has to exit :-(
A reinstall did not make this problem go away.  What do I need to check 
for to get this working?
