This a well known bug in LyXWin 1.3.3.
You can fix it by replacing the sed.exe with a new version, see second issue two of section
"If LyX's configuration fails or was incomplete"
in
http://wiki.lyx.org/pmwiki.php/LyX/WindowsSetup
But this bug doesn't affect the usability of LyXWin, so you needn't to fix it.
