Have you been reading the extensive thread on this subject? I explain 
quite clearly (I thought) that the ligatures are 'translated' to the 
character '0x00'. It transpires this is true only for some 
translations. For example,
        htlatex <file> 'xhtml,mozilla' ' -cmozhtf'
works fine, but
        htlatex <file> 'xhtml,ooffice'
swallows 'em.
