I could not make this work either. I got a little closer going to ftp://ftp.loria.fr/pub/ctan/biblio/bibtex/contrib/apacite/ and downloading the various components for apacite. After the standard drill (texhash, reconfigure, restart), the layout showed up but it did not seem to work very well.
I am just learning this stuff, so take my input with a grain of salt, but it looks as though this really has not been properly constructed for LyX.
