What about orphan/widow control ?

(locally otherwise you may kill your current layout elsewhere if it's OK).

You might also \enlargethispage with a negative amount.

You may even export as latex, build the toc and edit the .toc file
before the last pass.
But this is *really* for desperate situations (e.g. the doc is due
within a few minutes).
