It means that a collapsable inset (one with a button, eg "Note" or "ERT",
that when you click on it toggles the open/closed state of the inset so
that you can see its contents.
This status will not affect the latex produced by lyx, and therefore will
not affect your ability to generate the dvi file.

Here's your problem:
> \begin_inset ERT
> status Collapsed

> \layout Standard
> }
> \end_inset
The above stuff (after "ERT" and before "\end_inset") is exported to the
latex file verbatim. But it's not latex, it's lyx. Looks like your lyx
file is corrupted.
What happens when you delete the inset?
