Try the Edit->Preferences dialog. You'll find a 'Use babel' check box 
in the Language settings->Language pane if you're using the Qt 
frontend. It's in the Lang opts->Languages tab in the XForms frontend.

I thought that AGU used natbib? Is latex happy if you change \cite in 
your latex file to \citep? If so, turn natbib on and use the \citep 
command to give '[#ID]' output.
