If you use the koma-script classes, the caption font can be set in the preamble with e.g. \renewcommand*{\caplabel}{\normalfont \small} See the scrguide (/usr/share/doc/texmf/latex/koma-script/scrguide.pdf.gz on my Debian system) for more details.
