Note inset question

Is there a possibility to include LyX's note insets into the LaTeX 
output as comment?

Is it possible that reLyX converts comments from a .tex-file into a note 
inset?

Both would simplify the work when I send/receive a file to/from a 
colleague which don't have LyX.
