You mean anywhere in the preamble?

I have a vague memory that I had some clashes between cite and some other 
packages... could you try \usepackage{cite} without any other packages 
and see if you still get the problem.

Or maybe cite doesn't work with natbib? It would be good to know where the 
incompatibility is, so I could update the advice. Perhaps you could send 
me a simple example illustrating the problem?
