Jean-Pierre,

  This places the citation out of sequence (at the top of the list). It
works with "author" instead of "organization" but, once again, the URL
doesn't print in the output. Oh, well. I'll put the URL in a footnote and
get on with it.

  The publisher specifies natbib so that's what I'll use. :-)
