I think the standard book and its equivalent from komascript are good candidates, but I still don't know how to achieve 1). Can somebody give me some advice on how to achieve want I want? Another class or just a clever latex package? I have seen a few PhD theses written in LaTeX with this layout, so it has to be possible.
look at komascript, it has tons of options, especially for chapters.
