Works ok for me (also on Win XP).  Keep in mind that the reference 
section will only display references that are cited in the text.  Since 
your example file contains no citations, the reference section is empty.  
I added a citation, and it showed up in the reference list.

If you want to display the full bibliography without necessarily citing 
all of them in the text, insert the following Evil Red Text someplace in 
the document:  \nocite{*}.
