apa.layout running head

I found apa.layout in the standard install lyx 1.2
Is it possible to take this layout file and compile it in some way to 
make a documentclass apa?
I don't see any cooresponding .cls or .sty files. That is apa.sty od apa.cls
Customizing Lyx: Features for advanced users  section #6.2 assumes that 
a .cls or .sty file
exists to load a layout.
I have an idea the topic of my question has already been answerd on this 
forum.
I don't have enough background knowledge to do an intellegent search of 
the archive.
search [ layout ] produces nearly 5,000 hits.
Any suggestions
