Well, the strange thing is that this not exactly wish for the _new_ thing. Close all floats/Open all floats commands were available in older versions of LyX. Then the developers thought that made better solution than this -- well, it seems to me that they didn't (yes, I hate all footnotes opened after spell checking as well).
