I have been looking there but the entry for DVI->Postscript only says
dvips -o $$o $$i
It isn't clear to me where -t a4 is added. I can only assume that this is some internal logic in lyx as the page size is set to a4?
Try texconfig (as root), what paper is set for dvips? Alternatively check settings for your documents in LyX (Layout/Paper?,Page?).
