Open the document dialog and press the "Save as Document Defaults" button.

Your latex2html does not work properly with Arabic.
You can edit the html file manually by adding
  <meta http-equiv="Content-Type" content="text/html; charset=iso8859-6">
at the beginning of the html file (at the appropriate place), and
  <div dir=rtl">
  ...
  </div>
around the text of the document.
