Yes, although the only advantage that I see at moment is for people who do
no want to upgrade for 1.3.0 (as soon as it is released).

What is the interface you are thinking about? Using new options? Just for
for the output format?
Technically it is almost trivial to do what you ask, at moment I am without
ideas regarding the interface.
I have the table that relates the lyx version with the corresponding format:
