No need for programming.  There are two ways:
1. As you described, getting the caption above.
2. Press enter _first_, insert figure, then move down
   to the empty caption and write something appropriate.

And if it went wrong somehow and you have a figure in the caption?
Just change the paragraph containing the figure from "caption"
to "standard".  Then Create a new paragraph and change it type
to caption and rewrite caption text. with luck, you may be able
to split the caption paragraph such that you get the figure in one part
and the caption text in another - no need for rewriting then,
just set the appropriate types.

Floats aren't all that special, paragraph types and editing works
the same way inside as everywhere else in the text.
you can have a "text float" if you want to.  Note that some
types (like section) won't work well in a float though.
