I see two commands that can do it (booth are supported by LyX but are not 
avaible in the math panel), \stackrel and \atop (see attached example, 
first use \stackrel and second use \atop).

\stackrel is normally used to put something over any relationnal sign (=, <, 
>, ...), it is not very suitable for this case as the lower part is bigger 
than the upper part. To use it, first type \stackrel in math mode and you 
will get two boxes to put the upper and lower parts.

\atop is used to put the following command under the preceding one, the two 
part get both smaller so this is less ugly than with \stackrel. to use, in 
mathmode, first enter the upper part, then type \atop and you will get a 
box under the preceding text where you can put the lower part.
