Elegant kludge: copy the existing LyX layout you are using and add
something like :
Style Section
KeepEmpty 1
End
to it, then use that (and set whatever latex you need for centered
sections).
This is described in Customization. LyX still won't let you press
"return" on an empty Section (or whatever), BUT you can edit the text
to be empty, and it will stay there.
