You can change it, but these names seem not to be affected by
changes in the document language. They are explicitly defined in
algorithm.sty.
So, you have to make a second version of algorithm.sty, say
alggerman.sty and change the names in the file. Use this new style,
instead of the old one.
There should be a more elegant way, tough.
