Edit the following line in any (say, "article.layout") layout file 

\DeclareLaTeXClass{article}

to read

\DeclareLaTeXClass{hello world}

Run Edit->Reconfigure, restart lyx, and observe the appearance of "hello 
world" in your Layout->Document->Class menu.
