You can copy the file from linux and put it in
/texmf/miktex/tex/latex/koma-script/

In miktex you have to run the batch-file \texmf\miktex\config\config.bat or
you can use directly \texmf\miktex\bin\initexmf.exe. With the batch file you
will get some log-files in the \config directory.
