As of LyX 2.4:
Document > Settings > PDF Properties > Document Metadata
Just insert the content, LyX will wrap it into \DocumentMetadata{}
PSTricks needs only \DocumentMetadata{} which is not possible
with LyX. You need at least one entry, eg.
lang=en
to get \DocumentMetadata{lang=en} in the document
