you can use the full scheme with Hebrew,
personally I wouldn't follow every step mentioned
in that guide... Simply

* Install texlive with the full scheme

* Install LyX

* In tools->preferences->editing->keyboard/mouse check "Use keyboard map",
  in the primary field type "null"  and in the secondary field "hebrew"

* In tools->preferences->Language Settings set right-to-left cursor
movement as visual

* In tools->preferences->editing->shortcuts browse the bind files,
select cua and replace the
   file language to Hebrew

* In Document->Settings->Fonts check "use non-TeX fonts" and choose
   fonts that support the Hebrew script from the font menus
