Thanks for the files. I can confirm that I observe hangs when scrolling
with LyX 2.4.1 and that the performance is much much better with current
2.4.2~devel.
Running under a profiler reveals that the problem is related to the
word-counting function in status bar; this triggers every few seconds
and generate the label of citation insets in order to count words in there.
So the good news is that these "hang" events should disappear if you
disable this feature by right-clicking the status bar.
