But when I use the hyperlink inset in lyx the user most resort into one of
three categories:
- a webiste link starting with http://
- a mailto link
- a file link

\href{whatever is in the Target field}{the text}

Not at the moment. But of course you can use ERT.
I'll see if I can get a fix into 2.4.0.
