You might include the following in your preamble: \renewcommand{\thesection}{\Roman{section}} \renewcommand{\thesubsection}{\Alph{subsection}} \renewcommand{\thesubsubsection}{\arabic{subsubsection}} \usepackage{chngcntr} \counterwithout{paragraph}{subsubsection} \renewcommand{\theparagraph}{\alph{paragraph}} \setcounter{secnumdepth}{4} If you prefer to indent the headings, you will need further adjustments. Of course this way of sectioning is not only relevant for speeches but also for some journal submissions.
