I think you can solve the problem in the following way:
copy the enumitem.module to the user layout directory, then change the
following paragraph

ModifyStyle Enumerate
    Argument 1
        LabelString   "Enumerate Options"
        Tooltip       "Optional arguments for this list (see enumitem manual)"
    EndArgument
    Requires enumitem
End

to this

ModifyStyle Enumerate
    Argument 1
        LabelString   "Enumerate Options"
        Tooltip       "Optional arguments for this list (see enumitem manual)"
        PassThru    1
    EndArgument
    Requires enumitem
End

After that, reconfigure lyx and restart it.
