I doubt it's related to the tmp directory. When you check out the file is should be read-write, once you check-in it should-be read-only. If this attribute is not set properly, RCS will fail. So my first guess is that while Nextcloud transfers the content of the file it does not properly transfer read-write attributtes of the file. Can you check it?
