You might have to set some environment variables according to paths on
your system:

# setting variables for LyX
export TEXMF="${MY_TEXLIVE_LOCATION}/2019/texmf-dist"
export TEXMFCNF="${MY_TEXLIVE_LOCATION}/2019/texmf-dist/web2c"

I am not sure what this equates to on a Windows system, but I had to set
those.
