Now I see, what you meant. Using dvipdfm the second page is rotated.
Using pdflatex the second page is not rotated. Neither with lyx2.3 nor with 2.4.
What misled me was the use of the word 'fail'. We are using it if the
compilation
itself indicates a failure.
