I tried download the latin modern fonts and using them instead of

No, it should not. I doubt they are really usable as screen fonts,
actually (but I may be wrong).

I paste "123" into a display twice in quick succession; in the video
you can see the much longer delay between the appearance of the first
and the second "123". With less text in displays in the document the
delay is smaller.

No sluggishness here (Linux Mint, LyX 2.3.2). No noticeable hit in terms
of CPU use either.
I have a copy of LyX 2.3.1 running under Win 10 in a VirtualBox
environment. That's a bit sluggish all the way around, but I noticed no
difference in the (slight) lag between the first and second pastings of
'123'.
