Your eps driver seems to produce constructs not understood by gv, this
doesn't prevent ghostview display but kills the ps2pdf conversion.
As your image seems to be bitmap, it would perhaps be better
to export as PNG, then to run pdflatex rather than latex/ps2pdf if
you need pdf output.
If you want to use it in a header or footer, I would recommend also to
store it, to avoid loading the image at each page and protecting it
from verbatim garbage (if you happen to use verbatim).
Here is an example (in the preamble)
% definition
\newsavebox{\Armylogo}
\savebox{\Armylogo}{\includegraphics{Armylogo1}}
% use with fancyhdr
\rfoot{\usebox{\Armylogo}}
You may also check if en eps export of your bitmap PNG with gimp or
IM looks better...
