I'm not aware of such a converter, but if the ISI format
is a flat one (i.e. field-formatted), Perl allows
to write a converter quite easily. You just need to
read a bit of bibtex syntax to set up correctly the converter.
Once you have the bib file, you will need citation keys
unless ISI format provides them.
There exists utilities to automate this.
Nothing more is needed with LyX, you just have to cite
references and declare the desired style.
