There are two locations that come to mind: ~/Library/texmf/... /usr/local/texlive/texmf-local/...
I use the latter and had to edit (use the smaller mactex-basictex-20180417.pkg) /usr/local/texlive/2018basic/texmf.cnf to make TEXMFLOCAL look like TEXMFLOCAL = /usr/local/texlive/texmf-local so that texhash can find the local tree.
