There are no official Windows binaries at this time. Unofficial binaries, produced by the same person who usually makes the official ones, can be found here: http://ftp.lyx.de/LyXWinInstaller/LyX2.3.0/ If you're confused by this situation, please have a look at the discussion on lyx-devel. Riki
