What you are looking for is the DependsOn tag. Unfortunately it only
works for Style entries (normal paragraphs), and not (yet) for InsetLayout.
Feel free to open an enhancement request about that, but this will not
happen before 2.4.0 for file format reasons.
Another solution, since you copy Flex:Test, would be to use
AddToPreamble, but this only works at top-level.
