A bug. Both situations are meaningful but one should be able to
distinguish between them. There is "Mark end of paragraphs" in
preferences. But if that remains the only way to see the difference,
then the option should be made default. Please harass the developers
until they agree on a solution.

Couldn't the newly introduced latexpar be used to mark the difference?

It seems to generate the same source - at least in the simple cases I
checked.

Never mind. Parbreak works a bit different still. For example, when one starts a new display math at the end of the line where a parbreak is.
