Bad form to answer my own query, but after enough fiddling I
discovered that the secret to getting complex ERT commands like a
table to work inside an \addtoendnotes{} for endnotes.sty is a liberal
use of \protect. My little table required 3:

\addtoendnotes{
\protect\begin{tabular}{ll}
\protect\multicolumn{2}{c}{\bf Abbreviations}\\[0.5 ex]
AAE & Archives des Affaires Étrangeres, Quai d'Orsay, Paris\\
APT & Turquie: Affaires Diverses: Assassinat du Père Thomas\\
FO & Foreign Office Archives, Public Record Office, London
\protect\end{tabular}\par}
It would be nice to be able to do this in LyX, but I suspect the need
for the \protect makes this near impossible.
