It is not question of document style -- nearly every LaTeX (and
thus LyX) class has "Enumerate" style for paragraphs (Alt+P,E
???), which is what you want (I am usually using "article
(Koma-script)", but you can switch anything else. Concerning
intended paragraphs after the numbered paragraph, you can switch
depth (there is an icon for it).

Actually, this is "Description" style. Read manual, there is much
more to with it via LyX.
