I am sorry for the slow reply, but I was busy during the last days. The 
original changebar package is available as

http://www.ra.informatik.uni-stuttgart.de/~rainer/Download/changebar.tgz

the modified script as

http://www.ra.informatik.uni-stuttgart.de/~rainer/Download/chbar.sh

PLEASE NOTE: THE SCRIPT IS A QUICK HACK STARTING FROM THE ORIGINAL SCRIPT. A 
LOT WORK WOULD BE NEEDED TO BE REALLY USEFUL.

I use the script like this:

chbar.sh -d test -r 1.3 date01.lyx

where the date01.lyx is compared with release 1.3 of date01.lyx in the CVS. 
The resulting file is tmp.ps.

I think I won't have the time to maintain the script properly, but I could 
integrate patches until a better solution is found.
