Export your text as LaTeX, run latex manually and you will have a *.toc file
containing your ToC:
myfile.lyx -- Datei|Export|LaTeX --> myfile.tex --latex--> myfile.toc
This file is intended for inclusion into a latex file (LaTeX does this
automatically, that is why you have to run it several times to produce a
nice document) You can reinsert to LyX via >Insert|ASCII| and change to
Latex-Mode (for instance to replace the Inset that created the ToC in the
first place). You can add a latex preamble and end to make it a self
containing Latex document and/or fiddle and twiddle whatever you like. But
remember that you have to do the whole procedure again if there are changes
in the Document it refers to.
