The \userfrenchoptions are only available with the french GUTenberg
style (french.sty and auxiliaries, including the relevant fmt file to build).
This is a bit of teTeX hacking (not very complicated, but...).
You must check that french.ldf is loaded (from the log file) otherwise
you must install the french suite (available on CTAN, I guess).
